Mr. Payne was born on April 23, 1947, in Steubenville, Ohio to Harry William Payne and Opal Lois Palmer Payne and passed away on March 5, 2026, in Nacogdoches, Texas.

He was active member of the Heritage Baptist Church. Raised in Wetzel County, West Virginia, he was the youngest of twelve siblings. Over the years, he led and established several churches.

He is preceded in death by his parents, his daughter Leah, nine brothers, and two sisters.

Those left to cherish his memory are his wife, Tammie Payne; children, Caleb, Rebecca, James, and Mary. He is also survived by six grandchildren and a host of other family members and friends.
